Evacuations Commenced as NDMA Issues “High-Level Flood” Warning for Sutlej River

Authorities in Punjab have begun evacuations in response to a high-level flood alert issued by the National Disaster Management Authority (NDMA) for the Sutlej river. The NDMA has reported that the river has reached an extremely high flood level at Ganda Singh Wala, with the possibility of further flows downstream to Sulemanki and Islam Headworks in the next 48 to 76 hours.

To mitigate the potential dangers and vulnerabilities in areas adjacent to the Sutlej river, the NDMA has advised the Federal Flood Commission (FFC) to implement a comprehensive coordination mechanism for preparedness and mitigation. This includes managing and regulating water reservoirs, barrages, headworks, and irrigation canals.

The NDMA has emphasized the importance of desynchronizing releases from all reservoirs and regulating structures to prevent cumulative flooding. Immediate discharges from regulating structures are also recommended to create capacity for potential increased flows. It has instructed the Punjab Irrigation Department to take all necessary measures to manage water flow and reduce flood risks.

In addition, the NDMA has directed the Pakistan Meteorological Department (PMD) and the Federal Flood Commission (FFD) to provide regular weather forecasts and updates on river flows and reservoir levels. This information will facilitate timely decision-making and coordinated responses to the anticipated flood situation.

The Punjab Provincial Disaster Management Authority (PDMA) and district disaster management authorities (DDMAs) have been tasked with conducting extensive public awareness campaigns through various channels to inform vulnerable communities about the expected flood situation and necessary precautions. They have also been instructed to preposition machinery, equipment, emergency supplies, and personnel in high-risk areas.

To prevent blockages that could worsen flooding, authorities have been urged to proactively maintain nullahs (water channels) and stormwater drains. Immediate stocking of essential commodities, including medical supplies and paramedics, is required, especially in areas likely to be cut off during flooding.

Early warning systems in flash flood-prone areas are to be activated to promptly alert residents and facilitate their evacuation to safer locations. Coordination among all relevant departments and agencies is crucial for the timely sharing of information and resources during emergency situations.

Authorities have been instructed to widely circulate alerts and advisories, especially in local languages, to raise awareness among travelers, tourists, and local communities in at-risk or vulnerable areas.

According to the Punjab PDMA, settlements along the Sutlej river have already been evacuated, with three settlements completely evacuated and five partially evacuated. Boats have been provided for transportation, and efforts are underway to relocate livestock and provide healthcare facilities to affected areas.

The PDMA has emphasized the enforcement of Section 144, including a ban on bathing in rivers and canals, to ensure the safety of residents from floodwaters and to remove encroachments in flood-prone areas.

By taking these measures, authorities are working to protect lives and minimize the damage caused by potential flooding in the Sutlej river.
