Cameron has expressed concern over a meeting between Scotland’s Humza Yousaf and Turkish President Recep Tayyip Erdogan at the COP28 summit, stating that it breached protocol as a UK government representative was not present. He warned that future foreign meetings held by Scottish ministers without UK representation could result in a withdrawal of cooperation. Yousaf’s spokesperson claimed that a UK official was invited but unable to attend. Yousaf criticized Cameron for his response, calling it “petty.” Cameron threatened to pull foreign office support from Scottish ministerial meetings overseas and consider the presence of Scottish government offices in UK government posts in the event of future protocol breaches. While the UK government oversees foreign affairs, Scotland is free to engage independently on international issues within designated policy areas. Yousaf has been critical of the UK government’s support of Israel and its military invasion of Gaza, particularly in relation to his in-laws being trapped in Gaza and the British government’s reluctance to address the matter at the time.
