Supreme Court of Pakistan: Allegations against ex-ISI chief Faiz Hameed demand attention

The Supreme Court (SC) expressed concern on Tuesday regarding the serious allegations against retired Lt-Gen Faiz Hameed, emphasizing that they cannot be ignored as they could tarnish the reputation of the country’s institutions if proven true. The observations were made after the written order for the November 8 hearing of a petition filed by Moeez Ahmed Khan, owner of the Top City housing scheme, was issued under Article 184(3) of the Constitution.

The petitioner had accused the ex-spymaster of misusing his office and committing crimes against him and his family on Gen Hameed’s orders. During the Nov 8 hearing, a bench comprising Chief Justice Qazi Faez Isa, Justice Aminuddin, and Justice Athar Minallah advised the petitioner to seek redressal of grievances against Gen Hameed and his aides from relevant authorities, including the defence ministry.

The written order stressed that the nature of a case filed under Article 184(3) differed from other cases, cautioning that the exercise of original power by the SC must be done cautiously to avoid adversely affecting the rights of others. It also addressed the petitioner’s concerns about the defence ministry’s handling of the complaint, noting the assurance from the additional attorney general that the complaint would be given due consideration.

The petition detailed a raid on the Top City office and the petitioner’s residence by Pakistan Rangers and ISI officials, who allegedly took valuables in connection with a terrorism case. It also claimed that Gen Hameed and others were involved in illegal activities, including attempting to extort money and sponsor a private TV network. The petition was disposed of with the instruction for the applicant to submit a complaint to the Ministry of Defence.
