Sindh’s education boards lagging behind in implementation of important decisions related to the examination system

Karachi: Due to the non-implementation of major decisions made on the system of examination and scheme of studies for matric and intermediate levels in Pakistan and their application at the provincial level of Sindh, the province has fallen behind in adapting to the changes. The students of Karachi, along with the rest of the province, are not benefiting from the decisions made regarding the innovations in teaching and examinations, as these decisions have not been implemented at the educational boards’ level in Sindh.

Instead of supplementary (secondary) examinations at the matric and intermediate levels, an “Annual 2” system, practical examinations, or a quiz system alternative for private science education at the matric level, and the facility to take examinations for different subjects at different times, have been implemented in many educational boards, including the Federal Board and several educational boards in Punjab.

Some of these decisions have also been implemented by private institutions, such as the Ziauddin Board, but the implementation of any of these decisions has not yet been seen in any of the government educational boards in Sindh, where millions are going through the examination process as per the outdated examination system and scheme of studies.

The chairpersons of Sindh’s educational boards are not only aware of these decisions but are also concerned about their implications. When these decisions were made in the Inter Board Chairman Committee (IBCC) at the federal level, the chairpersons were present in these meetings and were a part of the decisions, but they did not make any preparations or announce anything regarding these decisions at their respective educational boards.

Secretary IBCC, Dr. Ghulam Ali Malah, has stated that in Sindh, the decisions made regarding the examination boards’ examinations are presented to the “Steering Committee” consisting of stakeholders under the provincial education ministry, and perhaps these decisions are also presented to this committee.

He said that at different times, they have already written to the education boards about the implementation of these decisions in Sindh, so that these decisions could be implemented in Sindh as well.

Dr. Malah confirmed that several educational boards from the Federal Board and Punjab have already implemented most of these decisions. However, so far, no other boards have presented or discussed any of these decisions in the steering committee’s meetings or implemented them. The Secretaries of IBCC have already confirmed that all of these decisions were made approximately two and a half years ago. At the moment, Dr. Saeeduddin is still the chairman of the Inter Board Karachi and Mirpurkhas Board, and before the transfer, Dr. Maroof Shaikh was the chairman of Technical Board, while Dr. Farooq Hasan was the Vice Chancellor of the University at Nawabshah Board. Nevertheless, no action has been taken towards the implementation of these important decisions.

Express has contacted Secretary Universities and Boards Noor Samoon regarding this matter and asked why Sindh has lagged behind in the implementation of these important decisions. He cautiously stated that these decisions will also be implemented in the future when the chairpersons come in merit. It should be noted that in addition to the decisions of the IBCC, grading system changes at the national level and the establishment of the “Annual 9” and “Annual 11” examinations from March 2024, which have been implemented, are currently having implications in Sindh, and if the boards do not establish equal and qualified personnel and professionals, these decisions will remain only in documents.
