President Arif Alvi Approves Pemra Amendment Bill to Protect Media Workers’ Rights

President Dr. Arif Alvi has signed the Pakistan Electronic Media Regulatory Authority (Pemra) (Amendment) Bill, 2023 into law, according to a press release from the President’s House. This bill aims to streamline procedures for TV channel registration and ratings monitoring, as well as provide clear definitions for disinformation and misinformation.

Former information minister Marriyum Aurangzeb, along with the media workers and media houses, hailed the passing of the bill as a joint achievement. President Alvi had assured media workers and journalists of his support during a meeting with representatives from various media associations.

The President acknowledged the efforts of the media community in introducing amendments to the Pemra law, particularly in protecting the rights of media workers. The bill includes provisions linking government advertisements to the payment of dues for electronic media employees, addressing their concerns.

President Alvi discussed the details of the bill with the representatives and emphasized the importance of educating youth about fake news and disinformation. He highlighted the vulnerability of teenagers to the effects of fake news and suggested that senior journalists collaborate with academia to guide and educate students about the field of journalism.

Promoting diversity of thought and opinions through dialogue in society was also emphasized by the President. He stated that media has a responsibility to educate people on the morality and responsible use of social media.

The delegation briefed the President about the provisions of the new bill that would benefit the journalist community and media employees, expressing gratitude for his support and interest in addressing their issues.

The bill was presented in the National Assembly on July 20 and passed on August 2. Concerns had been raised by the Human Rights Commission of Pakistan and journalists’ bodies regarding potential misuse of the law. Broadcasters had also expressed concern and suggested that the powers to monitor rating agencies should be given to advertisers.

The bill was passed by both houses of Parliament on August 9, following some last-minute changes. Opposition members had initially opposed the government’s move, but the bill was eventually approved by the National Assembly.

Overall, the passage of the Pemra Amendment Bill seeks to protect the rights of media workers and ensure responsible media practices in Pakistan.
